Manager, Project Management Office

At OCAS, we’re looking for a confident leader to join our enthusiastic Project Management Office team as Manager, Project Management. In this role, you’ll oversee and manage our organization’s portfolio management, resource management of project work, continuous improvement of project and portfolio processes, and the delivery of projects through our project managers. 

As Manager, Project Management, you’ll be instrumental in ensuring projects are executed effectively and efficiently. You’re comfortable juggling multiple goals and deadlines while keeping in mind the bigger picture, and you’ve cultivated a talent for recognizing when plans need to change and shift course without missing a beat. Someone who’s cool under pressure, you remain resilient and have an innate curiosity when things don’t go as expected.

Reporting to the Vice-President, Corporate Services & CFO and as a member of the management team, you’ll collaborate with other team leaders to identify and resolve cross-functional challenges and identify ways for the PMO team to provide organizational value.


Project Management Team Leadership

  • Combine advanced project management skills with tactical leadership skills to provide formal mentoring and guidance to the PMO team, as well as others assigned to lead projects
  • Responsible for hiring and performance of PMO team members, including professional development and supporting career growth goals
  • Develop, recommend, and implement a departmental operational budget, monitoring progress throughout the year and taking corrective actions

Portfolio Management

  • Oversee and report on the organization’s project portfolio, ensuring it accurately reflects past / present / future project workload
  • Oversee and report on resource management for the organization’s project portfolio, including forecasting and tracking actual finances and staffing hours required for running projects
  • Facilitate discussions to identify and communicate portfolio trade-off decisions required to ensure we maintain an appropriate balance of project work with feasible scope and timelines
  • Provide OCAS’ executive team with the information needed to assess project priorities, implementation opportunities and challenges, and keep them up-to-date with project risks and opportunities

Project Management Governance

  • Establish the PMO’s role and operating model (e.g., centralized or decentralized areas of focus)
  • Set standards for project management capabilities, including certifications and qualifications for project managers, success measurement criteria, methodologies, tools to be used, etc.
  • Create a ‘Centre of Excellence’ to nurture project managers and share knowledge of industry best practices
  • Proactively identify opportunities for project / portfolio process improvements and drive improvement initiatives

Project Tracking and Monitoring

  • Oversee project management activities to ensure standards are met where necessary, while allowing flexibility to suit specific project scenarios and the judgement of project managers
  • Ensure the PMO team maintains documentation about recommended standards and processes and makes it available to all OCAS employees
  • Manage the risk, issue, and change resolution process, and collaborates with other leaders to take corrective action, as needed
  • Oversee project managers for the delivery of projects / programs on time, within scope, and on budget

Project Management

  • Lead projects when necessary, assuming the same set of duties and responsibilities as the project managers when doing so


  • Exceptional leadership skills with the ability to develop and communicate the PMO vision and inspire and motivate PMO staff
  • Experience supervising and leading teams, with an ability to mentor, coach, and effectively transfer expertise to others
  • Ability to build a strong network and relationships at executive levels with technology and solutions customers and vendor groups
  • 3-year postsecondary diploma or degree, or equivalent experience
  • Experience with software project management, software development lifecycle, tools, methodology, and concepts
  • Experience with Agile / SCRUM / Lean framework
  • Expert-level knowledge of project and change management and associated methodologies, techniques, processes, and approaches (e.g., Project and Portfolio Management Methodology – PPM)
  • Excellent communication, presentation, and negotiation skills with both internal and external stakeholders
  • Influence and negotiate in an environment where resources may not be in direct control of this role
  • Strong analytical, organizational, process improvement, and problem-solving skills

Desirable Experience

  • Experience in higher education or other related service industries
  • PMP or CAPM designation, or 10+ years of project management experience


Work location:

  • In response to COVID-19, we’ve been operating in a blended virtual and in-office arrangement. We consider everyone’s situation based on their health and family obligations, the business needs, and Government mandates for working from home.
  • In January, we’re rolling out a hybrid model where you can spend five days each month (or more if you prefer) working in the office, and the rest of your time working from home.
